This a 'choke cooler'. It was used to chill the bi-metal springs in the choke housing on a carburetor. Short of letting the vehicle sit overnight, it was the quickest way to get the choke cool enough set it properly. Some techs (Guilty) also sprayed R-12 refrigerant on the choke housing, which wasn't a big deal when it was 99 cents a pound.

It worked by 'venturi' effect. One hooked an air pressure line to the center fitting, and cold air came out one end while hot air came out the other.
