Someone please explain these to Governor Wolf

Rules of leadership....
  1. Never order people to do what you already know they won't do... unless disobedience and rebellion are the goal.
  2. Historically, leading from the rear by using threats does not work, and usually results in 'turmoil' during unscheduled leadership changes.
  3. If you cannot articulate and explain the reason for an order that effects peoples lives, then you need to reconsider that order.
  4. People will ALWAYS do a better job when they understand and believe in what they are doing. True leadership understands this, and builds trust by educating, rather than threatening or cajoling.
  5.  Nothing defeats leadership faster than arbitrary and capricious decisions that are contrary to common sense, and cannot stand up to scrutiny.
  6. Always embrace the truth.  Never lie, deflect, or obfuscate about the reasons for a decision.
  7. If you order people to do the impossible without offering sufficient reason and support, then the failure to achieve the goal is yours. 
  8. If you are ordering people to take a hit for the team, you must first make your team worth taking a hit for... and make it clear you would do the same for them. 
  9. Spend more time listening than telling. 
  10. Treat your team like they are the people you need them to be.  If you treat them like fools and idiots, then that is the team you will have.
